In following the organization of phpmyadmin to access http://localhost/phppgadmin, you can also do the following:

sudo ln -s /etc/phppgadmin/apache.conf /etc/apache2/conf.d/phppgadmin.conf

sudo /etc/init.d/apache2 restart
